The goal of this 4-day workshop is to mobilize the physics and chemistry of the interstellar medium community on the instruments under construction and on long-term research and development activities.During a series of talks and round-table discussions we will define the scientific challenges of PCMI within 5-15 years to define the space of parameters to be explored and the associated observatories, both ground and space based.
